Most Undervalued Stocks by P/E Ratio

Top 30 results, ranked from our full US coverage.

Curated screen

The price-to-earnings ratio is the most common shortcut for spotting undervalued stocks: it tells you how many dollars investors pay for each dollar of annual profit. This page lists profitable companies with a P/E between 0 and 15, sorted cheapest first.

A low P/E on its own can mislead, so every stock here must also earn an A+, A or B valuation grade. That grade compares P/E, price-to-sales, price-to-book, free cash flow yield and other multiples against sector peers, so the list shows stocks that are cheap across several measures, not just one.

Check the ST Score next to each name, too. A low P/E paired with weak profitability or financial strength can signal a value trap rather than a bargain.

Frequently asked questions

What is a good P/E ratio for an undervalued stock?
There's no universal number, but a P/E below 15 is generally considered low for US stocks; the S&P 500 has historically averaged around 15 to 20. What counts as cheap depends on the sector, which is why this page also requires a strong valuation grade set against sector peers.
How do I find undervalued stocks by P/E?
Screen for companies with a positive P/E below 15, then confirm the stock is also cheap on other measures such as price-to-sales, price-to-book and free cash flow yield. This page applies both filters and sorts the results from the lowest P/E up.
Why screen by both low P/E and valuation grade?
A single ratio can be distorted by one-off profits or by an industry that always trades at low multiples. Stocks Telegraph's valuation grade compares several multiples against sector peers, so combining it with a low P/E filters out stocks that are only statistically cheap.
Is a low P/E always a good sign?
No. A P/E can be low because earnings are expected to fall, the business is cyclical, or debt is high — the classic value trap. Check the profitability, growth and financial strength grades, or the overall ST Score, before treating a low P/E as a bargain.
